In February 1993, two 10-year olds (Robert Thompson and Jon Venables) murdered a 2-year old (James Bulger) in Liverpool, England. The extremely young age of the two killers was, for the British public, a shock.

When the 2 murderers reached the age of 18 their lifetime prison sentences were challenged and overturned. They were released on lifetime licences and handed huge multi-million £ sterling state funds for their ‘protection’ needs which included new identities.
